Job Posting: Program Director – Clean Energy Canada

SEEKING an experienced leader to lead Clean Energy Canada’s policy team. You are a strategic thinker, grounded in public policy, and up for the task of maintaining and advancing our high standards for research, analysis, policy perspectives, and communications.


The Program Director leads the development, coordination and oversight of Clean Energy Canada’s programs contributing to the clean-energy transition. The Program Director works closely with the Executive Director and Operations Director on strategic planning, campaign development  and program evaluation. The Program Director provides strategic and management support for the Clean Economy, Transportation and Clean Energy Program Managers.

Externally, the Program Director engages with senior decision-makers at all levels of government, the business community, the nonprofit sector, media and philanthropic organizations to advance Clean Energy Canada’s goals. 



  • Supports the Executive Director by contributing leadership, oversight, direction setting and coordination of policy and program initiatives in fulfillment of Clean Energy Canada’s mission. 
  • Oversees the development of overall program  goals, strategy, objectives, timelines and deliverables, and ensures coordination of workflow across Clean Energy Canada’s programs.
  • Monitors and assesses domestic and international public- and private-sector trends and developments in climate and clean energy.

Organizational / Staff Management

  • Oversees, manages, and mentors Clean Energy Canada’s Program Managers.
  • Sets project priorities and assigns resources towards campaigns and initiatives.
  • Works with senior management to maintain an organizational calendar that provides an overview of key internal and external timelines.
  • Leads an annual evaluation of Clean Energy Canada’s campaigns and their impacts.
  • Leads strategy and provides input for team retreats and other planning sessions to ensure that strategic issues are identified and addressed effectively.

Policy and Advocacy

  • Leads the overall organizational focus to inspire  government leadership and policy change.
  • Leads / contributes to meetings with governments (both politicians and senior officials) of all stripes to advance Clean Energy Canada objectives.
  • Reviews / signs off on all final policy products (briefing notes, presentations, etc.) 


  • Assists in defining the scope and framing of Clean Energy Canada’s reactive communications to address emerging issues, shapes key messages, and reviews products prior to release.
  • Represents Clean Energy Canada’s work and acts as an organizational spokesperson, as required.
  • Works with communications staff and others to review / sign off on all final policy-related communications products (reports, op-eds etc.) as needed.

Convening / Stakeholder Engagement / Strategic Partnerships

  • Builds and maintains relationships with Clean Energy Canada’s allies and partners— from sectors including academia, NGOs, business and industry associations— to support the achievement of Clean Energy Canada’s mission and program goals. 
  • Defines the terms of strategic partnerships where these are formalized, and secure written agreements with individuals or organizations where needed.
  • Leads or supports convenings and dialogues for the organization.


  • Provides advice and guidance to the Operations Director and Executive Director to support effective fundraising, by contributing to proposal brainstorming , and by contributing to and reviewing funding proposals. 


  • The Program Director reports to the Executive Director.
  • The Program Director supervises the Program Managers and Senior Analysts.


The successful candidate:

  • Understands how to develop strategy, especially using the tools and tactics that Clean Energy Canada deploys (analysis/evidence, convening/dialogue, communications, government relations, etc.).
  • Embraces change and is able to be nimble in a rapidly shifting work context.
  • Demonstrates large and small ‘p’ political acumen and knows when and where to intervene.
  • Understands various audiences and is able to align written and verbal communication accordingly.
  • Discerns what’s most important among many competing priorities.
  • Can shift assignments quickly towards priority issues.
  • Is familiar and comfortable with public speaking and media interviews.


  • University degree in a relevant discipline such as public policy, environmental sciences, political science etc.
  • Minimum 5 years work-related experience
  • Working with senior levels of government in the political sphere and public service
  • Working with senior leaders in industry, business and the nonprofit sector
  • Developing, implementing and analysing the effectiveness of programs and policies
  • Strategic or business planning
  • Supervising staff, developing and reviewing annual performance plans
  • Facilitating / convening


  • This position is ideally based in Toronto, Ottawa, Victoria or Vancouver although other locations will be considered.
  • Some travel is required for government relations, stakeholder meetings and events, and may include up to three trips a year for staff meetings (in non-COVID times)
